Alabama Wing Civil Air Patrol is Evaluated by the Air Force

August 20, 2019

Huntsville, Ala. – The United States Air Force conducted its biennial review of the Alabama Wing of the Civil Air Patrol (CAP) on Saturday 17 August 2019. The review was conducted in the form of a graded Search and Rescue Exercise that is used to assess operational readiness of the CAP.

The Incident Commander, CAP Lt. Col Joe Robbins, established an Incident Command Post at the Madison County Executive Airport in Meridianville from where it executed taskings to air crews and ground teams, as assigned by the Air Force.

Members of the Incident Command Staff as They Plan For the Graded Evaluation

The event was based on a level 4 hurricane making landfall on the gulf coast, which then headed North through Alabama. Mock emergency scenarios, that would be typical of such a storm, focused on searching for a missing plane, performing VHF connectivity in the damaged areas and doing aerial photography of damaged infrastructure. Additionally there were multiple reports of Electronic Locator Transmitters and requests to deliver critical medical supplies to two different metro areas.

The Alabama Wing Commander stated, “Under the leadership of Lt Col Joe Robbins, who served as Incident Commander for this exercise, along with the other leaders, the team came together with a plan and executed it flawlessly. They were able to adapt as the USAF tasks came down and developed plans/procedures for resolving them along with the problems resulting from those tasks.”

We hit the ground with a plan and executed it perfectly today.”
